Obstacle
Connecticut Avenue is one of the District’s major thoroughfares and commuter routes, carrying vehicles in and out of NW District neighborhoods and Maryland. This part of the District also has a strong business community that is interested in developing a safe, pedestrian-friendly corridor that will continue to spur economic development. As part of the streetscape redevelopment, DDOT is working to further develop the appeal of this section of Connecticut Avenue for all users–drivers, walkers, bikers, tourists, and metro-users. In order to seamlessly develop this area while protecting the local economy, the client needed a public relations team to engage the residential and business community to address concerns and ameliorate disturbances caused by construction.



Approach
KGL Communications plays a central and indispensable role in supporting DDOT’s Connecticut Avenue Deckover and Streetscape project, serving as the connective tissue between project leadership, contractors, agency partners, and the diverse Dupont Circle community. Our team leads day-to-day facilitation across multiple stakeholders, ensuring alignment among DDOT, construction teams, District agencies, and community partners while keeping communications streamlined, proactive, and responsive.
A core component of our work focuses on direct retail engagement, particularly with small, locally owned businesses along the corridor. KGL conducts consistent, face-to-face communication with business owners, providing timely construction updates, addressing concerns, and helping businesses navigate disruptions. We work closely with the Dupont Circle BID and Dupont Circle Main Streets to coordinate outreach, align messaging, and ensure that the needs of the business community are elevated and addressed throughout construction.
To mitigate impacts and sustain economic activity, KGL developed and executes targeted, creative marketing campaigns designed to drive foot traffic and maintain visibility for corridor businesses during construction. These efforts included coordinated promotions, branded messaging, and strategic placement across digital, print, and on-the-ground channels leveraging both traditional and non-traditional media to reach residents, commuters, and visitors.
KGL also manages complex coordination across multiple teaming partners and agencies, translating technical project details into clear, actionable communications while ensuring consistency across all touchpoints. Project leadership relies on KGL as a trusted advisor guiding strategy, troubleshooting issues in real time, and maintaining strong relationships with stakeholders. KGL's ability to anticipate challenges, engage the community authentically, and keep all parties aligned makes our role not just supportive, but essential to the project’s successful delivery and public acceptance.
Results
KGL Communications deployed more than 20 communications and outreach initiatives, supported by continuous, multi-channel engagement throughout the life of the project. These efforts resulted in increased visits to the project website, increased engagement between residents and businesses, and increased wayfinding.
